I have the honour to acknowledge the receipt of your letter No. 7284/30 of the 7th July, transmitting copy
of despatch from the Officer Administering the Government of
Hong Kong submitting proposals for the establishment of a
joint vehicular and passenger ferry service for Hong Kong
Harbour.

The despatch states that there is, at present in
existence, two ferry systems, namely, The Star Ferry and
Yaunati Ferry, crossing the harbour neither of which is
suitable for the conveyance of vehicles which are transported
across the harbour by a lighter which is loaded with a crane
and cradles. The Star Ferry service carries nearly 11 million
passengers in a year and the Yaumati system over 22 million.
These figures show the extent of the cross harbour traffic and
the Companies operating the services earn large profits.
3. The Government provide and maintain the piers
from which the present services operate and the companies
pay rental for their use. It is pointed out that the existing
piers are inadequate for the purpose and some at least of them,
which are timber structures, will require reconstruction at an
early date. It is estimated that the Government will, in the near future, be faced with an expediture of 660,000 on
extending and reconstructing the existing piers, even though
a vehicular ferry service is not provided. The cost of
